irresponsible dog owners/goverment

people should be forced to have their dogs registered and dna at their

cost so when any dog fouls on the road/footpath local field the poo can

be traced back to the owner of the dog at the owners cost this will stop

the majority of dog fouling  because you will get found out the

council/goverment should be made to toughen up on this lazy ownership of

dogs it is an enviromental healh issue which is being ignored

    you own a dog you are responsible for it if you clean up the mess you should not worry and it wont COST YOU anything you let a dog mess you have to pay costs what you wrote is rubbish you own a dog look after it and clean its mess if you dont the dog is reg to you you pay the costs understand dog mess is a health issue and the law who is not enforing it needs to be done away with and get a responsible goverment the same as responsible dog owners you own the dog and get registered and put on a dna data base simple if not you dont own adog or is it better that someone goes blind or gets epilepsy because you say oh it will cost us tough be responsible

    I agree with the sentiments expressed but this suggestion is unworkable and would end up costing us £££s when dna testing just revealed that the dog was not on the database. It would also put an unnecessary burden of cost on the owners of working dogs on farms etc who are very unlikely to foul public places.
    I have to say that the current situation is much, much better than when I was a child when loose dogs around was the norm and one would often see packs of three or more loose dogs on the streets (and there was,in theory, dog licensing then).
    As with so much else in our society the current problem is lack of enforcement of the law.
