Think we would need a bit more info before deciding what we should do about it, for example, what % of the people driving illegally where also the registered keeper of the said vehicle, a break down of vehicle types eg motorbikes, cars, vans, heavy commercials etc.

Yes, unfortunately the public don't always receive the full info, although it may be available on request...personally I wouldn't dare drive without insurance or licence because I'd expect that if I got caught, the penalties would be high.....so....I guess the people responsible either don't expect to get caught, or don't expect the penalties to be very high if they do? They are not afraid enough of the outcomes of being caught out, probably?
